Rules of Applying for Port Visa for Foreigners in Jingdezhen


Chapter 1 General Guidelines

Article 1 In order to serve the establishment of Jingdezhen National Ceramic Culture Heritage and Innovation Pilot Zone, assist the development of the pilot zone, facilitate the entry of international business people, promote cultural exchanges, tourism prosperity, and investment and entrepreneurship, the rules are formulated in light of the actual situation of Jingdezhen.

Chapter 2 Scope of Application

Article 2 These rules apply to foreigners who are invited to enter the country to engage in emergency business, urgent engineering repairs or other emergency entry needs, and hold the certification materials approved by the relevant competent authorities to apply for port visa.

Chapter 3 Application Method

Article 3 An individual applying for a port visa shall apply to the port visa authority upon arrival at the port.

Article 4 To apply for a port visa for a tour group, the travel agency invited by the organization shall apply to the port visa authority.

Article 5 The inviting unit may apply to the non-local port visa authority on behalf of the foreigner before he /she arrives at the port, and it must be forwarded through the Exit and Entry Administration Office of Jingdezhen Municipal Public Security Bureau.

Chapter 4 Types of Visa Applied

Article 6 F Visa. Issued to people who go to China for non-commercial activities such as exchanges, visits, and inspections.

Article 7 M Visa. Issued to people who go to China for business and trade activities.

Article 8 R Visa. Issued to foreign high-level talents and professionals with specialized skills urgently needed by China

Article 9 Group L Visa. Issued to persons travelling to China in the form of groups with no less than 2 people (including 2 persons)

Article 10 S2 Visa. Issued to persons who need to enter for private affairs such as visiting relatives, starting up business, bereavement, visiting patients in critical conditions etc.

Article 11 If the port visa authority considers that it meets the stipulated conditions after examination, it shall issue to the individual the corresponding type of visa valid for one entry with the entry validity period not exceeding 5 days and stay duration not exceeding 30 days

Chapter 5 List of Certification Materials

Article 12 Foreigners applying for port visas shall submit valid passports or other international travel documents, the foreigner port visa application form, a photo of themselves (two-inch hatless color photo), and the invitation letters and certification materials related to the handling of emergency matters issued by competent authority or inviting unit (individual)

   Article 13 Inviting units applying for port visa on behalf of foreigners shall submit copies of the applicant’s passport or other international travel documents, as well as the invitation letters and certification materials related to the handling of emergency matters.

Article 14 The Exit and Entry Administration Office of Jingdezhen Municipal Public Security Bureau forwarding through application to port visa authority shall issue a port visa confirmation letter for foreigners’ port visa application and information registration form for the applicant and the inviting unit (individual) and transfer relevant application materials after reviewing and confirming in accordance with the Regulations on the Issuance of Port Visas for Foreigners.

Relevant original certification materials can be submitted and copied be retained.

Article 15 The invitation letters and certification materials related to the handling of emergency matters mainly refer to:

 1. To apply for the F visa, they must submit the certification materials of approval for applying for visa at the port issued by the competent authority of the Jingdezhen Municipal Government

2. To apply for the M visa, they must submit: an invitation letter issued by the authorized unit or the filed unit (see the annex for the specific procedure) that explains the reasons for emergency entry. For other inviting units, they should submit the itinerary plan, invitation letter explaining reasons for emergency entry of related activities and relevant proof of registration according to law.

3. To apply for the R visa, they must submit the certification materials issued by the competent authority of talent management or scientific and technological innovation departments at or above Jingdezhen municipal level, and the invitation letter issued by the inviting unit, explaining the reasons for the emergency entry.

4. To apply for the group L visa, they must submit invitation letter, group member list, and travel itinerary issued by an approved travel agency with corresponding qualifications

    5. To apply for the S2 visa, they must submit:

  (1) For visiting relatives, submit the passports of their foreign relatives residing in China, residence certificate, proof of family relationship, and invitation letter issued by the domestic inviter.

  (2) For starting up business, a business plan and a guarantee letter of living source issued by the domestic inviter.

  (3) In case of bereavement, submit proof of family relationship and death certificate.

  (4) When visiting critically ill patients, submit proof of family relationship and a medical crisis notice issued by the hospital.

  (5) Other materials deemed necessary by the port visa authority.

   Family members include spouses, parents, parents of spouses, children, spouses of children, siblings, grandparents, grandparents, grandchildren.

  

 Mainland Chinese resident identity certificate refers to resident registration book or resident identity card. Overseas Chinese identity certificate refers to Chinese passport and proof of overseas settlement. Hong Kong and Macau resident identity certificate refers to Hong Kong and Macao residents Pass travelling to the Mainland. Taiwan resident identity certificate refers to Taiwan residents Pass travelling to the mainland. Foreigner identity certificate refers to permanent residence permit for foreigners. Overseas Chinese and residents of Hong Kong, Macao and Taiwan should also submit proof of residence for more than 6 months of actual residence.

Chapter 6 Review and Issuance

  Article 16 When accepting visa applications, port visa authorities shall check the information of persons who are not allowed to enter and other specific objects through the information system, implement the special policy requirements of key national personnel, verify the authenticity of the application by interviews, telephone enquiries, etc., and confirm the applicant’s identity information etc.

  Article 17 When accepting the proxy application from the inviting unit (individual), port visa authorities may issue an acceptance slip of foreigner port visa application to the inviting unit (individual) if it meets the stipulated requirements after examination. If the application materials do not meet the stipulated requirements after examination, the inviting unit (individual) shall be notified to supplement relevant materials.

Article 18 The port visa authority shall not issue visas to foreigners under such circumstances as the "Law of the People's Republic of China on Exit and Entry Administration" and the "Regulations of the People's Republic of China on Exit and Entry Administration of Foreigners":

1. Persons from countries that do not issue port visas as stipulated by the Exit and Entry Administration of the Ministry of Public Security.

2. Persons with special status who are not allowed to issue port visas as stipulated by the Exit and Entry Administration of the Ministry of Public Security.

3. Other situations where the port visa authority considers it inappropriate to issue port visas.

Article 19 If a port visa is not granted, the port visa authority may not state the reasons, and issue a visa letter for port non-issuance and send it to the port exit and entry border inspection authority.

Those who are not granted port visas, their foreign passports shall be stamped with a refusal stamp on the last visa page or on other international travel document

Article 20 For foreigners holding port visas, individuals shall enter the port from the port where the port visa issuing authority is located. Under special circumstances, foreigners should stay in the restricted stay area and exit from the restricted port in accordance with the restrictive remarks on the visa regarding the stay area and exit port issued by the port visa authority

Article 21 Foreigners applying for port visas shall pay visa fees to the port visa authorities in accordance with the state stipulated charging standards

Article 22 After issuing visas, port visa authority should regularly check the exit and entry administration information system to know the applicant's accommodation registration and whether they leave the country within the stay period etc., and promptly notify the exit and entry administration department of local public security organ about the status of their certificate application. If it is found that the visa holder does not meet the conditions for issuance, the visa shall be declared invalid in time. 


Chapter 7 Supplementary Provisions

Article 23 The specific problems in the implementation of these measures shall be explained by the Airport Port Visa Section of the Exit and Entry Administration Department of the Public Security Bureau of Jiangxi Province.

   Article 24 These implementation rules shall come into effect on July 1, 2020.
