Chapter 3 Specific Policies

Article 11 

Foreign students from overseas universities and colleges invited by well-known domestic enterprises and institutions for internships in China can apply for a one-year visa for internship activities to the Exit and Entry Administration Department of the Public Security Organ based on the letter from the inviting unit and the certificate of university attendance. Foreign students who come to China for internships in accordance with intergovernmental agreements can apply for work residence permits as required.

(1) Interpretation

The original policy only allows foreign students from domestic universities and colleges for off-campus internship, while the new policy allows foreign students from overseas universities and colleges to come to Jingdezhen for internship, which expands the scope of internship for foreigners coming to Jingdezhen.

(2) Approval Criteria

Foreign students from overseas universities and colleges invited by well-known domestic enterprises (Terminology 8) and institutions for internship in China can apply for a one-year visa for internship activities to the Exit and Entry Administration Department of the Public Security Organ based on the letter from the inviting unit and the certificate of university attendance. Foreign students who come to China for internships in accordance with intergovernmental agreements can apply for work residence permits as required.

(3) Application Materials

1. Invitation letter from the well-known domestic enterprises and institutions

2. Proof of attendance from university or college

3. Other basic materials required for foreigners to apply for a residence permit for private affairs or residence permit:

① A valid foreign passport or a certificate that can replace the passport;

② Health certificate issued by the Health and Quarantine Department designated by the Chinese government;

③ Registration certificate of temporary accommodation issued by the police station or hotel in the residence of Jingdezhen City.

(4) Processing Deadline

7 working days.

(5) Accepting and Approving Agency

The Exit and Entry Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for accepting, approving and issuing certificates.

Article 12

Facilitating the establishment of immigration service centers (stations) in places where foreigners are relatively concentrated, building an interactive platform for immigration exchanges, and offering policy consulting, residence travel, legal assistance, social immersion service of language and culture for resident foreigners

According to the overall deployment of the National Immigration Administration, combined with the actual situation of our city, continuous efforts will be made to explore the practical application of "Maple Bridge Experience" in the management and service of foreigners. In the foreigner-concentrated places, focus on comprehensive planning of social resources, relying on community service, establishing immigration service centers (stations), building an interactive platform for immigration exchange by integrating management to service and providing policy consultaing, residence travel, legal assistance, language and cultural services to resident foreigners. Building and positioning the immigration service center (station) as a bridge to link with foreigners and a bond to unite the settlers who come to China, thus constantly enhancing the integration and influence of immigration services and continuously improving economic and social development.

Chapter 4 Supplementary Provisions

1. The meaning of the following terminologies in the Implementation Rules:

 (1) Foreign high-level talents: High-level talents certified according to the "3+1+X" Implementation Measures for the Development of Industrial Talents in Jingdezhen City (Trial Edition)

(2) Outstanding foreign students: Determined by the colleges and universities where the students are studying, together with the Jingdezhen Municipal Talent Acquisition Bureau, the Municipal Newly-settled and Returned Talent Service Bureau or the Municipal Education Bureau, the Municipal Science and Technology Bureau, the Municipal Human Resources and Social Security Bureau and other relevant departments.

(3) Average salary of urban working employees: announced by Jingdezhen Municipal Statistics Bureau.

(4) Foreigners having made significant outstanding contributions to and specially needed by the country: Talents of category A and B certified according to the "3+1+X" Implementation Measures for the Development of Industrial Talents in Jingdezhen City (Trial Edition)          

(5) National Key Development Area: Jingdezhen National Ceramic Culture Heritage and Innovation Pilot Zone.

(6) Key universities and colleges: double first-class universities and colleges in China, institutions of higher learning with strong influence in majors such as ceramics, culture, archaeology, curation, e-commerce, etc., and institutions with other disciplines which meet the needs of the establishment of Jingdezhen National Ceramic Culture Heritage and Innovation Pilot Zone.

(7) Key scientific research institutes: 7 types of scientific research institutions including national laboratories, national key laboratories, national engineering laboratories, national engineering research centers, national certified enterprise technology centers, national engineering technology research centers, and foreign-invested R&D centers, and scientific research institute established in Jingdezhen National Ceramic Culture Heritage and Innovation Pilot Zone.

(8) Domestic well-known enterprises: Top 500 Chinese enterprises selected by the China Enterprise Confederation and the Chinese Entrepreneurs Association, well-known enterprises in Jiangxi Province, the high-tech enterprises, strategic emerging enterprises and innovative enterprises identified by competent authorities at and above the provincial or Jingdezhen municipal level or from Jingdezhen National Ceramic Culture Heritage and Innovation Pilot Zone, as well as the institutions of top 500 companies established in China selected by U.S Fortune Magazine.

(9) Internationally renowned universities and colleges: the top 300 universities in the "World University Academic Ranking" by Institute of Higher Education of Shanghai Jiao Tong University in the past five years, and institutions of higher learning with strong influence in majors such as ceramics, culture, archaeology, curation, e-commerce, etc., and institutions with other disciplines which meet the needs of the establishment of Jingdezhen National Ceramic Culture Heritage and Innovation Pilot Zone.

(10) Key development areas and industries: "3+1+X" industries of Jingdezhen City, namely ceramic industry, aviation industry, automobile industry, tourism industry, superior traditional industries focused on medicine and chemical engineering etc., new manufacturing economy focused on intelligent manufacturing featured by new electronics etc., new service economy focused on design services and modernization, and smart economy focused on e-commerce and the Internet of Things.

(11) Innovation and entrepreneurship team: certified by Jingdezhen municipal functional department.

2. The scope of application referred to in the Implementation Rules.

(1). Expand the scope of targets for foreign talent to apply for permanent residence permit. (Articles 1, 2, and 3)

(2). Relax the scope of the target for issuing long-term visa and residence permit (Articles 4, 5, 6 and 7)

(3). Broaden the scope of targets for foreign talents introduction. (Articles 8, 9, 10 and 11)

(4). Improve the level of administration service for foreigners. (Article 12)

3. The Implementation Rules came into effect on May 7, 2020.
