Chapter 1 General Guidelines

In order to serve the establishment of Jingdezhen National Ceramics Cultural Heritage and Innovation Pilot Zone, fully implement the deployment requirements of the central, provincial and municipal committee on deepening the reform of talent development mechanism. According to the development need of Pilot Zone and the focus on Double Thousand Foreign Talent Program, the rules are formulated to facilitate channels of issuing Chinese visa and relax visa application restrictions in light of practical conditions in Jingdezhen.

Chapter 2 Scope of Application

The implementation rules are applicable to Chinese and foreign enterprises and institutions and foreigners in Jingdezhen city under the jurisdiction of the 12 immigration exit and entry facilitation policy measures in Key national development Areas promoted and reproduced by National Immigration Administration.

Chapter 3 Specific Policies

Article 1 

Foreign high-level talents, foreigners having made significant outstanding contribution to and being specially needed by the country may apply for permanent residence in China to Exit and Entry Administration Department of Public Security Bureau upon recommendations by relevant national competent authority, provincial government and management department of Key national development Areas. Foreign spouses and minor children of the above personnel may apply with them.

(1) Interpretation

Increase the number of units with permanent residence recommendation rights.

After the implementation of the new policy, foreigners recommended by the relevant departments of the provincial people’s government or the Management Committee of Jingdezhen National Ceramic Culture Heritage Innovation Pilot Zone can apply for permanent residence in China

（2）Approval Criteria

For foreign high-level talents (terminology 1), foreigners having made significant outstanding contributions to or specially needed by the country (terminology 4), they are eligible to apply for permanent residence in China if recommended by relevant national competent authority, provincial government (actively strive to expand to municipal government) or management committee of National Ceramics Cultural Heritage and Innovation Pilot Zone of Jingdezhen.

(3) Application Materials

1. Recommendation letter for high-level foreign talents issued by relevant national competent authority, provincial people’s government or management committee of National Ceramics Cultural Heritage and Innovation Pilot Zone of Jingdezhen

2. Foreigners with significant outstanding contributions need the other basic materials below to apply for permanent residence (no need to submit proof of scientific and technological achievements)

1）A valid foreign passport or a certificate to replace passport

2) A health certificate issued by Health and Quarantine Department designated by Chinese government or issued by a foreign health and medical institutions certified by a Chinese embassy and consulate abroad.

3) Certificate of no criminal record certified by the Chinese embassy and consulate abroad.

4) Four two-inch frontal hatless color photos

3. If spouse and minor children apply at the same time, marriage certificate is required for the spouse and birth certificate or parent-child relationship certificate is required for unmarried children under 18. If they are in adoptive relationship，adoption certificate is required. The above-mentioned certificates issued by relevant foreign organization must be certified by Chinese embassy or consulate in that country.

(4) Processing Deadline

Completed within 90 working days from the date of acceptance of the application.

(5) Accepting and Approving Agency

The Entry-Exit Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for the acceptance, the Exit-Entry Administration of Jiangxi Provincial Public Security Department is responsible for review, and the National Immigration Administration is responsible for approval.

Article 2

Foreigners working in China, who have worked continuously for 4 years and have actually lived not less than 6 months per year, have a salary-based annual income of no less than six times the average salary of urban employees in the region where they were located in the previous year, and have annual personal income tax payment of no less than 20% of the salary-based annual income standard, they can apply to the Exit and Entry Administration Department of the Public Security Organ for permanent residence in China. Foreign spouses and minor children can apply with them.

(1) Interpretation

Application requirements are relaxed for foreigners working in China.

The new policy removes restrictions on foreign applicants’ employment unit categories, positions, housing and living security in China. For foreigners who have worked in China for 4 years, their actual residence time has been shortened from the original cumulative no less than 36 months to 24 months. The original government recommendation or the approval of the competent authority was adjusted to marketization, which further improved the socialization effect of talent introduction.

(2) Approval Criteria

Foreigners working in China, who have worked continuously for 4 years, have actually lived no less than 6 months per year, and their salary-based annual income is not less than six times the average salary of urban employees in the region in the previous year (terminology 3), have the annual personal income tax payment of no less than 20% of the salary-based annual income standard, they can apply for permanent residence in China.

（3）Application Materials

1. The latest 4 years' salary income certificate and the latest 4 years' personal income tax payment certificate issued by the tax department.

2. Other basic materials required by a foreigner in the "service category" to apply for permanent residence:

1）A valid foreign passport or a certificate to replace passport

2) A health certificate issued by Health and Quarantine Department designated by Chinese government or issued by a foreign health and medical institutions certified by a Chinese embassy and consulate abroad.

3) Certificate of no criminal record certified by the Chinese embassy and consulate abroad.

4) Four two-inch frontal hatless color photos

3. If spouse and minor children apply at the same time, marriage certificate is required for the spouse and birth certificate or parent-child relationship certificate is required for unmarried children under 18.If they are in adoptive relationship，adoption certificate is required. The above-mentioned certificates issued by relevant foreign organization must be certified by Chinese embassy or consulate in that country.

(4) Processing Deadline

Completed within 180 working days from the date of acceptance of the application.

(5) Accepting and Approving Agency

The Entry-Exit Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for the acceptance, the Exit-Entry Administration of Jiangxi Provincial Public Security Department is responsible for review, and the National Immigration Administration is responsible for approval.

Article 3

Foreign Chinese working in China who have a PhD degree or have worked continuously in key national development areas for 4 years and have actually lived for no less than 6 months per year can apply to the Exit and Entry Administration Department of the Public Security Organ for permanent residence in China. Foreign spouses and minor children can apply with them.

(1) Interpretation

The application requirements are relaxed for foreign Chinese working in China.

According to the original policy, foreign Chinese who meet the relevant requirements for investment, appointment, special contributions, husband and wife reunion, and children's enrollment can apply for permanent residence. The new policy only requires foreign Chinese to have a PhD degree or work continuously for 4 years in a key national development area and the actual residence should be no less than 6 months per year, they can apply for permanent residence in China.

(2) Approval Criteria

Foreign Chinese with a doctoral degree or above and working in China or have worked continuously for 4 years in the Jingdezhen National Ceramic Culture Heritage and Innovation Pilot Zone and have actually lived for no less than 6 months per year can apply for permanent residence in China.

（3）Application Materials

Applicants who meet the qualifications of doctoral degree or above:

1. The applicant once had materials of the nationality of the People's Republic of China, such as the passport of the People's Republic of China, ID card, family registration certificate, family registration cancellation certificate, People's Republic of China return certificate or letter of foreign Chinese certification issued by the Overseas Chinese Affairs Department above county level.

2. Education degree certificate, if it belongs to an overseas educational institution, it must also be certified by the Chinese embassy or consulate abroad or the certification authority designated by the national education department.

3. Other basic materials required by foreigners in the "service category" to apply for permanent residence

1）A valid foreign passport or a certificate to replace passport

2) A health certificate issued by Health and Quarantine Department designated by Chinese government or issued by a foreign health and medical institutions certified by a Chinese embassy and consulate abroad.

3) Certificate of no criminal record certified by the Chinese embassy and consulate abroad.

Applicants who meet the requirements of continuous work for 4 years:

1. The applicant once had materials of the nationality of the People's Republic of China, such as the passport of the People's Republic of China, ID card, family registration certificate, family registration cancellation certificate, People's Republic of China return certificate, or letter of foreign Chinese certification issued by the Overseas Chinese Affairs Department above county level.

2. Work permit certificate issued by Jingdezhen Municipal Human Resources and Social Security Bureau or Science and Technology Department and work residence permit issued by Public Security Department.

3. Other basic materials required by foreigners in the "service category" to apply for permanent residence

(5) Accepting and Approving Agency

The Entry-Exit Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for the acceptance, the Exit-Entry Administration of Jiangxi Provincial Public Security Department is responsible for review, and the National Immigration Administration is responsible for approval.

Article 4

Foreign experts and scholars invited by key domestic universities and colleges, scientific research institutes and well-known enterprises, as well as foreign high-level management and professional and technical personnel certified by the competent authority of talent management and scientific and technological innovation departments of the people's governments at or above the municipal level in the districts, can submit port visa entry to the port visa department of public security. After entering the country, they can apply for a port visa to the port visa department of the public security bureau with the inviting unit's certificate letter and other materials. After entering the country, they can apply for multiple-entry visas or residence permits with a validity period of less than 5 years to the Exit and Entry Administration Department of the Public Security Organ with inviting unit's certificate letter and other materials

(1) Interpretation

Expand the application scope of port visas.

According to the original policy, port visas are only for foreigners entering the country for urgent matters or humanitarian reasons. The new policy expands the application scope of port visas. The above-mentioned personnel do not need to apply for visas at Chinese embassies and consulates abroad before entry, which facilitates the entry of talents.

(2) Approval Criteria

Foreign experts and scholars invited by key domestic universities and colleges (terminology 6), scientific research institutes (terminology 7), and well-known enterprises (terminology 8), as well as foreign high-level management and professional and technical personnel certified by the competent personnel and scientific and technological innovation departments of the people's governments at or above the municipal level in the districts, can be handled separately: First, if they come to China without a visa, the port visa authority can grant the R-type (Talent) visa of single entry which entry period does not exceed 5 days, and the stay duration does not exceed 30 days. Second, if they come to China with other visas, the Exit and Entry Administration Department of the Public Security Organ can renew R-type (talent) visas of zero, single-entry, double-entry or multiple-entry with the entry validity period not exceeding 5 years and the stay duration not exceeding 180 days. Work residence permits for no more than 5 years (note of "talent") can be issued to those eligible.

Applying for R-type visa (talent) visa at the port

1. Application materials

(1) Invitation letter issued by domestic key universities and colleges, scientific research institutes and well-known enterprises;

(2) Certificates of foreign high-level management personnel identified and issued by the competent personnel and scientific and technological innovation departments of the people's governments at or above the municipal level in the districts 

(3) Other certificates deemed necessary by the public security department;

(4) Other basic materials required for foreigners to apply for the R-type (Talent) visa.

2. Processing Deadline

Same date of acceptance of application.

3. Accepting and Approving Agency

The port visa authority of Jiangxi Provincial Public Security Department is responsible for accepting, approving and issuing certificates. The inviting unit may go to the port visa authority in advance to go through the relevant record registration and visa pre-application procedures.

Apply for residence permit after entry

1. Application materials

(1) Work permit certificate issued by Jingdezhen Municipal Human Resources and Social Security Bureau or Science and Technology Department.

(2) Certificate of foreign high-level talents certified by the Jingdezhen Municipal Talent Recruitment Bureau, Return Talent Service Bureau, Science and Technology Bureau and Human Resources and Social Security Bureau, or letter of guarantee issued by an enterprise certified by the provincial science and technology innovation authority, or letters of certification issued by provincial universities and colleges, scientific research institutes and other well-known enterprises.

(3) Other basic materials required by foreigners to apply for residence permits:

① A valid foreign passport or a certificate that can replace the passport;

② Health certificate issued by the Health and Quarantine Department designated by the Chinese government;

③ Registration certificate of temporary accommodation issued by the police station or hotel where the residence is located.

2. Processing Deadline

7 working days.

3. Accepting and Approving Agency

The Exit and Entry Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for accepting, approving and issuing certificates

Article 5

Foreign talents and innovation and entrepreneurial team members introduced in national key development areas and industries can apply for a residence permit valid within 5 years to the Exit and Entry Administration Department of the Public Security Organ with materials such as work permits and unit letters. Foreign members of the innovation and entrepreneurial team can also apply for a residence permit valid within 5 years with the letter of guarantee from the team leader.

(1) Interpretation

Offer residence convenience for imported foreign talents and foreign team members.

The residence period of foreign talents and team members introduced in key development areas and industries in our city has been extended from the current 1 to 2 years to 5 years. The visa system for foreigners has adopted the guarantee mechanism for the first time. Foreigners of the innovation and entrepreneurial team can apply for a long-term residence permit with the letter of guarantee from the team leader. Foreign spouses and minor children of the above personnel may apply with them.

(2) Approval Criteria

Foreign talents and members of the innovation and entrepreneurial team (terminology 11) introduced in national key development areas and industries (terminology 10) can apply for residence permit valid within 5 years to the Exit and Entry Administration Department of Public Security Organ with work permits and unit letters. Foreign members of the innovation and entrepreneurial team can also apply for a residence permit valid within 5 years with the letter of guarantee from the team leader.

(3) Application Materials

1. Letters issued by units or enterprises in national key development areas and industries; letters issued by the innovation and entrepreneurial team or guarantee letters from the team leader.

2. Other basic materials required for foreigners to apply for a work residence permit:

① A valid foreign passport or a certificate that can replace the passport;

② Health certificate issued by the Health and Quarantine  Department designated by the Chinese government;

③ Registration certificate of temporary accommodation issued by the police station or hotel in the residence of Jingdezhen City.

(4) Processing Deadline

 7 working days.

(5) Accepting and Approving Agency

The Exit and Entry Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for accepting, approving and issuing certificates.
