Chapter 3 Specific Policies

Article 6

Foreigners may recommend their foreign members and scientific research assistants of the work team led by them to apply to Exit and Entry Administration Department of the Public Security Organ for a long-term visa or residence permit valid within 5 years.

(1) Interpretation

The new policy gives foreigners having made significant outstanding contribution to and being specially needed by the country recommendation right and provides more flexible visa policies for foreign high-level talents and their teams working in China. Foreign spouses and minor children of the above personnel may apply with them.

(2) Approval Criteria

Foreigners having made significant outstanding contribution to and being specially needed by the country (Terminology 4) can recommend the foreign members and scientific research assistants of the work team led by them to apply for a long-term visa or residence permit valid within 5 years to the Exit and Entry Administration Department of the Public Security Organ.

(3) Application materials

1. Type A and B talents according to the "3+1+X" Implementation Measures for the Development of Industrial Talents in Jingdezhen City (Trial Edition) and the certificates of national special needs.

2. Proof of the relationship between foreign members, research assistants and the work team.

3. Recommendation letter with personal signature or personal signature seal by a foreigner having made significant outstanding contributions to and specially needed by the country.

4. Other basic materials required for foreigners to apply for visas or work permits:

① A valid foreign passport or a certificate that can replace the passport;

② Health certificate issued by the Health and Quarantine  Department designated by the Chinese government;

③ Registration certificate of temporary accommodation issued by the police station or hotel in the residence of Jingdezhen City.

(4) Processing Deadline

7 working days.

(5) Accepting and Approving Agency

The Exit and Entry Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for accepting, approving and issuing certificates.

Article 7

Foreigners hired by enterprises and institutions in China who have completed their work permits and are unable to apply for a work visa before leaving the country may apply for work residence permits to the Exit and Entry Administration Department of the Public Security Organ on the basis of work permits and other materials. For the applicants who have held work residence permits valid for over 1 year for 2 consecutive years with no record of violations of laws and regulations, they could apply for the 3^rd work residence permits valid for 5 years to the Exit and Entry Administration Department of the Public Security Organ as required.

(1) Interpretation

Relax the application conditions for work residence permits.

According to the original policy, foreigners work in China need to get a work visa for entry at the Chinese embassy or consulate abroad. The new policy abolishes this restriction. If they have no time to apply for a work visa, they can still apply for a work residence permit. Long-term residency convenience will be provided to those foreigners who are disciplined, law-abiding, and reputable. Foreign spouses and minor children of the above personnel may apply with them.  

（2）Approval Criteria

Foreigners hired by enterprises and institutions in China who have completed their work permits and are unable to apply for a work visa before leaving the country may apply for work residence permits to the Exit and Entry Administration Department of the Public Security Organ on the basis of work permits and other material. For the applicants who have held work residence permits valid for over 1 year for 2 consecutive years with no record of violations of laws and regulations, they could apply for the 3^rd work residence permits valid for 5 years to the Exit and Entry Administration Department of the Public Security Organ as required.

（3）Application Materials

1. Work permit certificate issued by Jingdezhen Municipal Human Resources and Social Security Bureau or Science and Technology Department.

2. Relevant proof of being unable to apply for work visa before leaving the country

3. Other basic materials required for foreigners to apply for a work residence permit:

① A valid foreign passport or a certificate that can replace the passport;

② Health certificate issued by the Health and Quarantine Department designated by the Chinese government;

③ Registration certificate of temporary accommodation issued by the police station or hotel in the residence of Jingdezhen City.

(4) Processing Deadline

7 working days.

(5) Accepting and Approving Agency

The Exit and Entry Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for accepting, approving and issuing certificates.

Article 8

Foreign high-level talents working in key domestic universities and colleges, scientific research institutes and well-known enterprises are eligible for part-time job of innovation and entrepreneurship with the approval of the work unit and part-time unit and record registration with the Exit and Entry Administration Department of the Public Security Organ.

(1) Interpretation

According to the original policy, foreign high-level talents can only work in registered units, and those who work beyond the scope are regarded as illegal employment. The new policy allows foreign high-level talents to undertake part-time job of innovation and entrepreneurship.

Article 9

Outstanding foreign students who have obtained bachelor degree or above in key domestic universities and colleges and are engaged in innovative and entrepreneurial activities in China after graduation, can apply for residence permit valid from 2 to 5 years to the Exit and Entry Administration Department of the Public Security Organ, based on college graduation certificates and certification materials of innovation and entrepreneurship etc.

(1) Interpretation

Allow foreign students to stay in China for innovation and entrepreneurship after graduation

The original policy stipulates that foreign students cannot directly apply for employment in China after graduation. The new policy breaks through the restrictions and allows outstanding foreign students studying at key domestic universities and colleges to apply for long-term residence permits if they are engaged in innovative and entrepreneurial activities in Jingdezhen after graduation in line with the general principle of “flexible adjustment with guidance and control”.

(2) Approval Criteria

For outstanding foreign students (Terminology 2) who have obtained a bachelor degree or above in key domestic universities and colleges (Terminology 6) and are engaged in innovation and entrepreneurship in China after graduation, they can apply for a residence permit for private affairs with a validity from 2 to 5 years, marked by "entrepreneurship" to the Exit and Entry Administration Department of the Public Security Organ with college graduation certificates and certification materials of innovation and entrepreneurship.

(3) Application Materials

1.  The diploma obtained from a key domestic university or college.

2. Relevant certification materials for innovation and entrepreneurship.

3. Other basic materials required for foreigners to apply for a residence permit for private affairs:

① A valid foreign passport or a certificate that can replace the passport;

② Health certificate issued by the Health and Quarantine Department designated by the Chinese government;

③ Registration certificate of temporary accommodation issued by the police station or hotel in the residence of Jingdezhen City.

(4) Processing Deadline

7 working days.

(5) Accepting and Approving Agency

The Exit and Entry Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for accepting, approving and issuing certificates.

Article 10

Foreign students graduated from internationally renowned universities who come to China for innovation and entrepreneurship within 2 years after graduation can apply for residence permits valid within 2 years to the Exit and Entry Immigration Administration Department of the Public Security Organ based on academic qualifications (degree) certificates materials etc.

(1) Interpretation

The original policy stipulates that students graduated from overseas universities cannot directly apply for employment in China. The new policy breaks through the restrictions and allows foreign students graduated from internationally renowned universities to apply for residence permits valid for up to 2 years if they come to Jingdezhen for innovation and entrepreneurship after graduation in line with the general principle of “flexible adjustment with guidance and control”.

(2) Approval Criteria

Foreign students graduated from internationally renowned university (Terminology 9) and come to China for innovation and entrepreneurship within 2 years after graduation can apply for residence permit for private affairs valid within 2 years marked by “entrepreneurship” to the Exit and Entry Administration Department of the Public Security Organ with the academic qualifications (degree) certificate materials etc.

(3) Application Materials

1.  The diploma obtained from an internationally renowned university or college.

2. Relevant certification materials for innovation and entrepreneurship.

3. Other basic materials required for foreigners to apply for a residence permit for private affairs:

① A valid foreign passport or a certificate that can replace the passport;

② Health certificate issued by the Health and Quarantine Department designated by the Chinese government;

③ Registration certificate of temporary accommodation issued by the police station or hotel in the residence of Jingdezhen City.

(4) Processing Deadline

7 working days.

(5) Accepting and Approving Agency

The Exit and Entry Administration Department of Jingdezhen Municipal Public Security Bureau is responsible for accepting, approving and issuing certificates.
